HDB MOP 2026: Minimum Occupation Period for Standard, Plus and Prime Flats

Quick answer: The HDB MOP (Minimum Occupation Period) is 5 years for Standard flats and for flats sold before the October 2024 sales exercise, and 10 years for new and resale Plus and Prime flats. The clock starts when you collect your keys and counts only the time you actually live in the flat. The 10-year rule covers only flats launched from October 2024, so no Plus or Prime flat reaches its MOP in 2026.

The common mistake is reading the 2024 rule change as though it applies to every HDB flat. It does not. There are now two sets of rules, and the one attached to your flat decides when you can sell, whether you can ever rent it out, and what you owe HDB when you do. This guide sets out which rule applies to which flat, what you can and cannot do during and after the MOP, how to check your own date, and what the 2026 wave of flats reaching MOP means for sellers.

Rules below are taken from HDB's conditions after buying, HDB's selling eligibility page and MyNiceHome's flat classification guide. Last verified 16 October 2026.

What the HDB MOP is, and what counts toward it

The Minimum Occupation Period is the time you must physically live in your HDB flat before you can sell it on the open market, rent out the whole flat, or buy private residential property. HDB's reasoning is that flats exist first as homes, so the MOP discourages buying to flip.

Three details decide most disputes:

  • It counts residence, not ownership. All core members in the flat application must physically live there during the MOP, and their names cannot be removed.
  • Some time does not count. HDB excludes any period when you do not occupy the flat, such as when the whole flat is rented out with approval, or when there has been an infringement of the flat lease. Those months push your date back.
  • It is enforced. HDB inspects flats involved in a resale transaction, and if there are signs the flat has not been lived in, it can withhold the resale application and start an investigation. Penalties range from a financial penalty to compulsory acquisition of the flat.

Where HDB's two pages differ slightly on wording, the start point is the date you collect your keys for a flat bought from HDB, and the legal completion date of the purchase for a resale flat. For a new BTO the two fall together.

Older resale purchases (applications before 30 August 2010) can carry shorter periods. Check your own flat on HDB's e-service rather than assuming (see "How to check" below).

Standard vs Plus vs Prime: what changes

HDB introduced the three categories from the October 2024 sales launch. They are based on location: proximity to the city centre, transport connectivity and nearby amenities. Plus and Prime flats are priced with additional subsidies, and in return come with tighter sale conditions.

Subsidy recovery means that when you sell a Plus or Prime flat bought from HDB, you return a percentage of the resale price or valuation, whichever is higher. HDB says the percentage is announced when each Plus or Prime project is launched for sale, and it is in addition to any resale levy. Subsidy recovery does not apply to resale Plus or Prime flats.

Does the 10-year MOP affect anyone in 2026?

No, and this is the point most guides skip. Existing flats and flats launched before the October 2024 sales launch are not affected by the Standard, Plus and Prime classification. Only flats launched from that sales exercise onwards are classified.

A BTO flat takes years to build. On a typical timeline, the first Plus and Prime flats would be completed around 2028, which puts the earliest 10-year MOP expiry in roughly the late 2030s. That is my estimate from typical BTO timelines, not an HDB figure. If you own a flat bought before October 2024, the 10-year rule is not your MOP.

What you can and cannot do during the MOP

One rule catches households with no Singapore Citizen. If all the flat owners are Singapore Permanent Residents, they must notify HDB and sell the flat within 6 months of acquiring a private residential property.

How to check your HDB MOP date

  1. Log in to My HDBPage with your Singpass.
  2. Go to My Flat > Purchased Flat > Flat Details.
  3. Read the Minimum Occupation Period (MOP) line, which shows whether you have met it.

HDB's "Check Flat Details" e-Service shows the same. Do this before you list, because a sale cannot proceed until the MOP is met.

A worked example: keys collected on 1 March 2021 with a 5-year MOP gives an expected date of 1 March 2026, if you have lived there throughout. If part of that time the whole flat was rented out with HDB's approval, that time does not count and your date moves back by the same amount. HDB's e-Service is the authority, not your own arithmetic.

Can you sell before the MOP ends?

HDB's own eligibility page treats the MOP as a condition of sale and lists no general exceptions to it. Bankruptcy and divorce appear only as cases with extra requirements for the sale. For divorce, HDB states that if the divorce comes after you have met the MOP, you can sell if the other conditions are met, and lists the court documents required.

Some guides present divorce or financial difficulty as routes to sell early. HDB's page does not say that. If you face genuine hardship, write to HDB through its feedback channel and treat any outcome as case by case. Do not plan a purchase around an appeal succeeding.

How many flats reach MOP in 2026?

The figure you will see most is about 13,480 flats. ERA's 1Q 2026 report puts the 2026 figure at roughly 13,480, nearly double the 6,973 reaching MOP in 2025. About 69.3% are in popular towns such as Punggol, Tampines, Toa Payoh and Queenstown. The report counts Toa Payoh at 1,594 and Queenstown at 2,405 MOP units this year.

You may also see 18,425. Stacked Homes counted 22 projects completed in 2021 and estimates up to 18,425 of their flats could reach MOP in 2026. The counts differ because they use different scopes and timing. Dates also vary block by block, and reaching MOP does not mean a flat is listed.

What it means for a seller: more flats from the same cohorts reach the market at the same time, often in the same town. HDB's Resale Price Index slipped 0.1% in 1Q 2026, the first fall since 2Q 2019, and Stacked Homes reports another 0.3% fall in 2Q. Million-dollar sales have kept hitting records, so the market is splitting rather than falling (see our note on the HDB income ceiling change for the demand side).

After the MOP: selling your HDB and moving on

Meeting the MOP lets you sell. It does not tell you when you should. A sensible order:

  1. Confirm your MOP date on HDB's e-Service.
  2. Register your Intent to Sell on the HDB Resale Portal. This also shows the current EIP and SPR quota for your block.
  3. Get a valuation. Know the number before you price. See our guide to the HDB Request for Value and how cash over valuation works.
  4. Fix the order of sale and purchase. A Singapore Citizen pays 0% ABSD on a first residential property and 20% on a second. Selling first keeps a condo purchase at 0%. If you buy first you pay 20% up front and may claim it back if you complete the HDB sale within 6 months, subject to conditions. Our guide on how HDB upgraders avoid ABSD works through both routes.
  5. Stress-test the loan. See how much home loan you can get and HDB loan vs bank loan, then run your numbers in the mortgage calculator.
  6. Compare an EC. You cannot apply for an EC from a developer during the MOP, but you can once it ends. The MOP on an EC is 5 or 10 years depending on the site, so read the EC MOP rules and the EC Buyer's Guide.

Renting out your HDB after the MOP

Owners of Standard and unclassified flats can rent out the whole flat after the MOP, but only with HDB's approval. Owners of Plus and Prime flats cannot rent out the whole flat at all. If you buy private property after the MOP and keep your flat, you must keep living in it unless HDB approves renting it out. Keeping both also means the condo is a second property for ABSD purposes.

Winnie's take

The MOP is a minimum, not a target date. In a year when about 13,480 flats reach MOP, selling the day yours ends can mean listing against neighbours from the same block. Get the valuation first, then decide the timing against your next home, not the other way round.

If you own a Standard or unclassified flat, five years is a lock-in for your next purchase, so plan the ABSD sequence before you start viewing. If you are weighing a Plus or Prime BTO, treat ten years and no whole-flat rental as part of the price, because an exit before then is not something HDB's rules plan for.

Common questions about the HDB MOP

How long is the HDB MOP?

It is 5 years for Standard flats and flats sold before the October 2024 sales exercise, and 10 years for new and resale Plus and Prime flats. Fresh Start Housing Scheme flats carry 20 years. Older resale purchases, applied for before 30 August 2010, can be shorter, so check your own flat on HDB's e-Service.

When does the HDB MOP start?

For a flat bought from HDB, the MOP is counted from the date you collect your keys. HDB's conditions page describes it as running from the legal completion date of the purchase, which is how resale buyers should read it. Periods when you do not live in the flat do not count.

Can I rent out my whole flat after the MOP?

Owners of Standard and unclassified flats can, but only after the MOP ends and with HDB's approval. Owners of Plus and Prime flats are not allowed to rent out the whole flat at all, even after 10 years. Spare bedrooms can be rented during the MOP in 3-room and larger flats, with approval.

Does a resale Plus or Prime flat also have a 10-year MOP?

Yes. HDB applies the 10-year MOP to both new and resale Plus and Prime flats. HDB also says subsidy recovery does not apply to resale Plus or Prime flats, so the extra subsidy repayment is tied to flats bought directly from HDB.

Can I buy a condo or EC during the MOP?

No. During the MOP you cannot acquire private residential property, and core members cannot apply for another BTO or an EC from a developer. After the MOP, households with a Singapore Citizen owner may buy private property, but must keep living in the flat unless HDB approves renting it out.

Does the Standard, Plus and Prime rule affect my existing flat?

No. Flats launched before the October 2024 sales exercise are unclassified and are not affected. The conditions that applied when you bought still apply.

How do I check whether I have met my MOP?

Log in to My HDBPage with Singpass and go to My Flat, then Purchased Flat, then Flat Details, then Minimum Occupation Period. HDB's Check Flat Details e-Service also shows it. Check before you list, because the sale cannot proceed until the MOP is met.
