How HDB valuation works
For an HDB flat there is one official number, and it comes from HDB, not from a portal. The buyer requests it after you grant the Option to Purchase (OTP), by the next working day after the option date. HDB decides whether a physical valuation is needed and, if it is, assigns a valuer from its own panel to inspect the flat.
That figure then sets the financial ceiling for the buyer. It is the basis for how much CPF the buyer can use and the reference for the housing loan, from HDB or from a bank. It stays valid for three months from the day it appears in the HDB Flat Portal.
The order matters for you as a seller. Price is agreed first, the official value arrives second. So the asking price you set is a judgement call made before anyone knows the official number, which is exactly the gap this report is meant to close.
Why bank valuations differ
A private condo has no HDB equivalent. Each bank commissions its own valuation, so DBS, UOB and OCBC can land on three different numbers for the same unit on the same day. They weight recent transactions, floor, facing and condition slightly differently.
That spread is not academic. A buyer's loan is calculated on the lower of the price and the valuation, so a bank that comes in low forces the buyer to find the difference in cash. Deals fall apart on that gap more often than on the headline price.
Your report shows the range across the banks rather than a single number, so you can see how much room a buyer has before the financing gets tight. If a buyer needs to work out what the loan looks like at a given price, send them to the mortgage calculator.
What cash over valuation means for your price
Cash over valuation, or COV, is the part of the price that sits above the official value. Because CPF usage and the loan are both capped at the lower of price and valuation, that excess has to come out of the buyer's own pocket, in cash, on top of their downpayment.
This is why an asking price you can defend is worth more than an ambitious one. Every dollar above the valuation narrows your buyer pool to people holding that much spare cash. A price anchored to real comparables tends to move faster and survive the buyer's financing check.
An AI report against a licensed valuer
This report is an estimate. It reads public reference values, recent nearby transactions and the listings you are competing with, and Winnie checks every figure before it reaches you. It is for deciding an asking price, testing whether an offer is fair, or working out whether selling is worth it at all.
It is not a formal valuation from a licensed valuer, and it cannot be used where one is required: a bank's loan decision, a divorce or probate matter, a tax dispute, or anything going before a court. For those you need a valuer on a bank's or HDB's panel, who will inspect the property and issue a signed report, usually for a few hundred dollars.
Most sellers need the estimate first and the formal valuation only later, if at all. Open the sample report to see exactly what you get before you give us any details.
