Clovelle of Woodlands EC Review: Is It Worth Buying Before Launch?

Quick answer: Clovelle of Woodlands is an upcoming 99-year executive condominium (EC) by Sim Lian Group on Woodlands Drive 17, about 460 m from Woodlands South MRT. It has around 560 homes, a 5-year minimum occupation period (MOP) and a S$16,000 household income ceiling, which are the older and friendlier EC terms. The catch: Sim Lian paid a record EC land price, no price list or launch date exists, and the neighbouring Wynwood Grand is expected to price first. It suits eligible households who want a short MOP and can wait for the numbers.

Naming note: Clovelle of Woodlands is the name used on our project page. The developer has not confirmed it, so it may change.

Two new ECs are now lined up on neighbouring Woodlands Drive 17 sites. Sim Lian Group won the second Woodlands Drive 17 site in January 2026 for S$484 million. Because the tender closed before May 2026, the project keeps the older EC rules.

This review covers what is confirmed, what is still unknown, and who the project suits. For live facts and updates, see the Clovelle of Woodlands project page.

One of the last ECs on the 5-year MOP

On 8 May 2026, new EC sites moved to a 10-year MOP, a 15-year wait before full privatisation, no Deferred Payment Scheme and a 90% first-timer allocation. Clovelle's tender closed on 13 January 2026, so none of that applies. It keeps the 5-year MOP and the S$16,000 income ceiling. The ceiling rose to S$18,000 only for sites tendered from 24 August 2026. Read the details in EC MOP Rules 2026 and why the next five ECs still play by the old rules.

This is the main reason to look at Clovelle. A shorter MOP means you can sell or move on sooner. The trade-off is the ceiling. A household earning between S$16,000 and S$18,000 cannot buy here, even though newer sites allow it.

Winnie's take: If you might sell or upgrade within ten years, the MOP difference matters more than a small psf gap. Few ECs will launch on these terms again, and Clovelle is among the last. The price list still decides whether that advantage is worth paying for.

The benchmark next door: Wynwood Grand

You cannot judge Clovelle without looking at Wynwood Grand. CDL's EC sits on the neighbouring Woodlands Drive 17 site and carries the same 5-year MOP and S$16,000 ceiling. The two projects will draw from the same pool of buyers.

The order of launches matters. Wynwood Grand is targeted to launch first, but no date is confirmed. Guidance points either to a preview in December 2026 with booking in mid-January 2027, or to the first quarter of 2027. Clovelle has no announced date, and timing guidance runs from early 2027 to the second half of 2027. If Wynwood Grand launches first, its price list will probably be the reference when Clovelle prices.

What this means for buyers: Wait for both price lists and compare the same bedroom type, not the headline "from" price. If Clovelle prices close to Wynwood Grand for a similar unit, you get a larger project with more stacks to choose from, at a slightly longer walk. If it prices clearly higher, ask what the premium buys you: stack, facing, size or position on the site.

Location: Woodlands South MRT and what is around it

  • MRT: Woodlands South (Thomson-East Coast Line), about 460 m or roughly 6 minutes' walk. One stop north is Woodlands, where the line meets the North-South Line. See homes near Woodlands MRT.
  • RTS Link: The Woodlands North terminus, two stops away, is where the Johor Bahru link will connect. Its opening date is still a target, so treat it as unconfirmed.
  • Groceries: FairPrice Xpress (about 318 m), Sheng Siong (about 574 m) and Giant (about 615 m).
  • Healthcare and jobs: Woodlands Health Campus is nearby, and the Woodlands Regional Centre is the north's main employment and retail hub.
  • Primary schools: Innova Primary (along Woodlands Drive 17), Si Ling Primary, Woodlands Ring Primary, Woodgrove Primary and Woodlands Primary.
  • Secondary and tertiary: Christ Church Secondary (next to the site), Woodlands Secondary, Woodgrove Secondary, Woodlands Ring Secondary and Republic Polytechnic.

Check each school's 1 km status on OneMap before you rely on it for Primary 1. Browse the District 25 guide for the wider area.

Your loan is the real limit

You cannot use an HDB loan for an EC. You need a bank loan of up to 75%, and when you buy from the developer your repayments are capped at 30% of gross monthly income (MSR). At the S$16,000 ceiling that is S$4,800 a month. At about 4% over 30 years, that supports a loan of roughly S$1.0 million. This is our illustration. Your rate and tenure will change it.

On a 1,000 sq ft home at S$1,850 psf (S$1.85 million), that leaves about S$0.85 million, or around 46% of the price, to come from CPF and cash. The usual schedule is a 5% booking fee, a further 15% within 8 weeks, then progressive payments. Run your own numbers in the affordability calculator and mortgage calculator, or read how much home loan you can get.

Check before you rely on it: the Deferred Payment Scheme. The removal applies to sites tendered from 8 May 2026, and Clovelle tendered earlier. Our project page is unclear on whether the developer will offer it. Get it in writing at the price list before you plan your cash flow around it.

Who is Clovelle of Woodlands for?

Eligible HDB upgraders. Households that have met their HDB MOP, with at least one Singapore citizen, no private property now or sold in the last 30 months, and income of S$16,000 or less. An EC is usually cheaper upfront than a private condo. The trade-offs are the MOP, the ceiling and the resale limits in the first ten years.

Families who want to stay in the north. Households in Woodlands, Yishun and Sembawang who want a new home near Woodlands Health Campus and the Thomson-East Coast Line.

It is not a fit if:

  • Your household income is above S$16,000 a month.
  • You are a foreigner, or a PR-only household. Neither can buy a new EC.
  • You may need to sell within five years of TOP.
  • You need a confirmed launch date or move-in date today.

For the full rules, read the Executive Condo Buyer's Guide 2026. If you are weighing an EC against a private condo, see Norwood Grand nearby.

The balanced view

Strengths

  • One of the last ECs on the 5-year MOP.
  • About 6 minutes' walk to Woodlands South MRT.
  • Woodlands Health Campus and the Regional Centre nearby.
  • A larger project, so more stacks and layouts to choose from.
  • EC pricing, usually below a private condo in the same area.

Watch-outs

  • A record EC land cost may push launch prices up.
  • No price list, unit mix, launch date, TOP or confirmed name.
  • A S$16,000 income ceiling rules out some upgraders.
  • A slightly longer walk to the MRT than the neighbouring EC.
  • Wynwood Grand competes for the same buyers and is expected first.
  • Bank loan only, and the 30% MSR limits what you can borrow.

Frequently asked questions

Is Clovelle of Woodlands worth buying?

It depends on your eligibility, your timeline and the price list. The case for it is the 5-year MOP, a walk to Woodlands South MRT and EC pricing. The case against is a record land cost, no confirmed launch date and a S$16,000 income ceiling. Decide your budget now and judge the price list against it.

Who can buy Clovelle of Woodlands?

At least one buyer must be a Singapore citizen, and the other a citizen or PR. Household income must be S$16,000 a month or less. You cannot own private property now or have sold it in the last 30 months, and you must have housing subsidy eligibility left. Foreigners cannot buy a new EC. Check HDB's eligibility page.

What is the MOP at Clovelle of Woodlands?

Five years from TOP. The tender closed on 13 January 2026, before the 10-year MOP rule began on 8 May 2026. The EC becomes fully private 10 years after TOP.

How much will Clovelle of Woodlands cost?

No price list has been released. Sim Lian paid about S$794 psf ppr for the land, which is a land cost, not a selling price. Analysts estimate a launch range of about S$1,750 to S$1,850 psf, with an average from about S$1,850 psf. Treat those as estimates, not prices.

How far is Clovelle of Woodlands from the MRT?

About 460 m, or roughly 6 minutes' walk, to Woodlands South MRT on the Thomson-East Coast Line. The neighbouring Wynwood Grand is listed at about 282 m. Check the walking route once the site plan is out.

When will Clovelle of Woodlands launch?

No launch date has been announced. Timing guidance ranges from early to the second half of 2027, and the neighbouring Wynwood Grand is expected to launch first. TOP has not been announced either.

Can I use an HDB loan or CPF for Clovelle of Woodlands?

You cannot use an HDB loan for an EC. You need a bank loan of up to 75%, and your repayments are capped at 30% of gross monthly income when you buy from the developer. You can use CPF Ordinary Account savings for the down payment and repayments.

Is Clovelle of Woodlands the final project name?

Not confirmed. The name is used on our project page and by several agent sites, but Sim Lian has not announced it. We will update this page if it changes.

Bottom line

Clovelle of Woodlands is a solid candidate if you are eligible and want a short MOP. The location case is clear: an MRT walk, a hospital and a regional centre nearby. The value case rests on one number you do not have yet, the launch price. Judge it against Wynwood Grand's price list for the same bedroom type.

What to do now:

  1. Check your household income and eligibility against the S$16,000 ceiling.
  2. Work out your loan with a bank loan, not an HDB loan.
  3. Pick a bedroom type and a fallback.
  4. Register early so you see the price list the day it is released: use the project page, or WhatsApp Winnie with your budget and preferred bedroom type.
