Woodlands and Senja Close ECs 2026–27: The Next Wave in the North

Quick answer: Three executive condominiums (ECs) are lined up in Singapore's north: CDL's Wynwood Grand (430 units, Woodlands Drive 17), Clovelle of Woodlands (about 560 units) and CDL's Solano Grand (about 302 units, Senja Close, Bukit Panjang). All three sites were bought before 8 May 2026, so they keep the 5-year minimum occupation period (MOP) and the S$16,000 income ceiling. Launches are targeted from December 2026 to mid-2027. No official price list has been released yet.

If you are tracking a Woodlands EC, this is the first time in about a decade that one is close to launching. Northwave, the last EC launched in Woodlands, came in 2016. In Bukit Panjang the gap is longer: the last EC there, Blossom Residences, launched in 2011. Now two towns have three projects between them, all on rules that no longer apply to newly sold EC sites.

This guide compares the three, sets out what is confirmed and what is only a target, and shows what the numbers could mean for your budget. Everything marked target or estimate is exactly that, because no developer has released a price list, unit mix or floor plans.

Which ECs are launching in Woodlands and Bukit Panjang?

Two of the projects sit side by side on Woodlands Drive 17 near Woodlands South MRT. The third is at Senja Close in Bukit Panjang, in the north-west.

Read the targets with care. They come from project briefings relayed by agents and listing sites, not from an official announcement, and the window has already moved: earlier guidance pointed to Q4 2026. We update this table when a developer confirms a date.

The practical point is the order. The two CDL projects are expected to open first, and the Sim Lian site, which was awarded later, is expected after them.

Woodlands EC guide: Wynwood Grand and Clovelle of Woodlands

Location and transport: Woodlands South MRT and the RTS Link

Both Woodlands sites are a short walk from Woodlands South MRT (TE3) on the Thomson-East Coast Line (TEL). One stop north is Woodlands (TE2/NS9), where the TEL meets the North-South Line. Woodlands North (TE1), the terminus, is two stops from Woodlands South. ERA Research puts the journey to Orchard at just under 35 minutes and to the CBD at about 45 minutes via the TEL.

Woodlands North is also where the Johor Bahru–Singapore RTS Link will connect. The station was completed on 4 September 2026, and the 4 km link is designed to take about five minutes to reach Bukit Chagar in Johor Bahru. Opening was targeted for January 2027 when the station was completed, and has since been reported delayed to February 2027, pending safety certification. Treat that date as a target until LTA confirms it.

Around the sites:

  • Healthcare: Woodlands Health Campus is adjacent to the Woodlands Drive 17 sites.
  • Jobs and retail: The Woodlands Regional Centre is the north's main employment and retail hub, and URA's Master Plan 2025 earmarks more office and retail space in Woodlands Central, plus a new mixed-use waterfront precinct at Woodlands North Coast. The North Coast Innovation Corridor adds to the growth story.
  • Schools: Innova Primary, Woodgrove Primary and Woodlands Ring Primary are within about 1 km, along with Christ Church Secondary, Woodgrove Secondary and the Singapore Sports School. For Primary 1 priority, measure your exact block on OneMap rather than relying on a marketing map.

More on the area is in our District 25 guide.

Land cost and what it may mean for prices

Land prices set the floor for what developers can charge. CDL's S$782 psf ppr bid for Wynwood Grand set an EC record in August 2025. Sim Lian lost that site by about S$0.6 million, then won the neighbouring site in January 2026 at S$794 psf ppr, a new record. A joint venture of Qingjian Realty, Forsea Holdings and Jianan Realty Investments finished only 0.4% behind.

For the Clovelle of Woodlands, analysts quoted in January 2026 expected launch pricing around S$1,800 to S$1,850 psf:

  • PropNex's head of research and content said the average could rise above S$1,850 psf.
  • Knight Frank's research head said launch prices could start just above S$1,800 psf, with an overall average of S$1,900 to S$2,000 psf.

For comparison, the median price of new EC projects in 2025 was S$1,754 psf, according to Stacked Homes. These are analyst estimates, not price lists. We have not seen a reliable published estimate for Wynwood Grand.

Wynwood Grand vs Clovelle of Woodlands

  • Developer: CDL against Sim Lian. Sim Lian's recent projects include Treasure at Tampines, Aurelle of Tampines (an EC), The Botany at Dairy Farm and Emerald of Katong.
  • Scale: About 430 units against about 560. A larger project usually means more stacks and layouts to choose from, but a later launch.
  • Timing: Wynwood Grand is expected first. The Clovelle of Woodlands follows.
  • Rules: Identical: 5-year MOP and a S$16,000 income ceiling.

Demand looks deep. No EC has launched in Woodlands for about ten years, and based on our Aiproperty Research counts more than 1,800 four-room and larger HDB flats in Woodlands reaching MOP between 2026 and 2029, plus roughly 3,500 in Yishun and Sembawang. Nearby, Norwood Grand had sold about 87% of its units at an average of S$2,078 psf, according to Aiproperty analysis. See Norwood Grand for the current private-condo benchmark.

Senja Close EC (Solano Grand): Bukit Panjang's first EC launch since 2011

Solano Grand is CDL's EC at Senja Close, District 23. CDL Constellation won the site with a top bid of S$252.9 million (S$771 psf ppr) from five bidders. The tender estimated 295 units, and current listings show about 302.

The history explains the interest. The last Bukit Panjang EC, Blossom Residences, was a 602-unit CDL project launched in July 2011. It sold about 150 units on its first day. The land cost then was S$271 psf ppr, and Senja Close cost about 2.8 times as much. The area's mature estates also hold a large upgrader pool: around 9,000 HDB flats across Bukit Panjang and Choa Chu Kang have recently completed their MOP.

Getting around: Solano Grand is about 360 m from Jelapang LRT, which is two stops from Bukit Panjang MRT and the Bukit Panjang bus interchange. From Bukit Panjang MRT, the Downtown Line runs to Newton, Bugis and the city. The trade-off is that the LRT leg adds a transfer compared with a walk-up MRT station like Woodlands South. Hillion Mall, Bukit Panjang Plaza and Junction 10 are close by, and Bukit Panjang Government High School is in the area. Browse our District 23 guide and the Solano Grand page for more.

One thing to plan for: at about 302 homes, Solano Grand is the smallest of the three. Fewer units means fewer of each bedroom type, so it pays to know which layout you want before launch day.

Can you afford a Woodlands or Senja Close EC?

ECs usually cost less than private condos. In 2025, private new launches in the Outside Central Region were about 42% pricier per square foot than new ECs (S$2,254 against S$1,592 psf, per ERA Research). What you trade for that discount is the MOP, the income ceiling and resale restrictions in the first years.

The constraint is the loan. You cannot use an HDB loan for an EC, and when you buy from the developer the monthly repayment cannot exceed 30% of your gross monthly income (the Mortgage Servicing Ratio). ERA estimates the maximum loan for a household at the S$16,000 ceiling at about S$1.01 million.

An illustration, not a quote:

  • A 1,000 sq ft home at S$1,850 psf costs about S$1.85 million.
  • Against a S$1.01 million loan, that leaves roughly S$0.84 million (about 45%) to come from CPF and cash.
  • Each S$100 psf change in the launch price moves that balance by about S$100,000 on a 1,000 sq ft home.

The S$1,850 psf is an analyst estimate for the Sim Lian site, and the loan cap depends on interest-rate assumptions, so run your own numbers: use the affordability calculator and mortgage calculator, and read our guide on how much home loan you can get. Because these sites predate the May 2026 rule change, the Deferred Payment Scheme can still be offered, so ask the developer whether it applies.

Why these ECs run on the old rules

On 8 May 2026, new EC sites moved to a 10-year MOP, 15-year privatisation, no Deferred Payment Scheme and a 90% first-timer quota. All three projects here were tendered earlier, so they keep the older terms, and they are among the last ECs that will.

  • MOP: 5 years from TOP, against 10 for sites tendered from 8 May 2026. See our EC MOP rules guide.
  • Income ceiling: S$16,000. The ceiling for newer sites rose to S$18,000 on 24 August 2026, but these projects stay on S$16,000. We explain which rules apply to which project in why the next five ECs still play by the old rules.
  • Eligibility: At least one Singapore Citizen applicant, no private property now or sold in the last 30 months, and remaining subsidy eligibility. Foreigners and PR-only households cannot buy a new EC. Check your case on HDB's EC eligibility page.

What we don't know yet, and how to prepare

Still unreleased for all three projects: price lists, unit mix, floor plans, facilities, final launch dates and TOP. Final unit counts and names can also change. We will update this page when each is published.

Meanwhile:

  1. Check your eligibility and household income against the S$16,000 ceiling.
  2. Work out your loan with the calculators above, using a bank loan, not an HDB loan.
  3. Pick your bedroom type and a fallback, especially for a compact project like Solano Grand.
  4. Decide your location trade-off: TEL in Woodlands or the LRT-to-DTL link from Bukit Panjang.
  5. Register early so you see the price list the day it is released: start with the Clovelle at Woodlands, or WhatsApp Winnie with your budget and preferred bedroom type.

FAQ: Woodlands and Senja Close ECs

Which ECs are launching in Woodlands?

Two: CDL's Wynwood Grand (430 units) and Clovelle of Woodlands (about 560 units). Both sit on Woodlands Drive 17 near Woodlands South MRT. Wynwood Grand is targeted first, with e-applications in early December 2026 and launch in mid-January 2027. Clovelle of Woodlands is expected in early to mid 2027.

When will Wynwood Grand launch?

Market sources cite e-applications in early December 2026 and a launch in mid-January 2027. These are targets from developer briefings relayed by agents and listing sites, not an official announcement, and earlier guidance said Q4 2026. We update this page when CDL confirms dates.

When will Solano Grand launch?

Solano Grand, CDL's EC at Senja Close, is targeted for December 2026 or January 2027. Both months are targets and can move. It is the first EC launch in Bukit Panjang since Blossom Residences in 2011.

How many units are in each project?

Wynwood Grand has 430 units (the tender estimate was 420), Solano Grand about 302 (tender estimate 295) and Clovelle of Woodlands about 560. Final counts follow the developers' approved plans.

How much will they cost?

There are no official price lists yet. For Clovelle site, Aiproperty analysis expects an average above S$1,850 psf. Both were January 2026 estimates. We have not seen a reliable estimate for the both projects. Register to receive price lists the day they are released.

Who can buy these ECs?

At least one Singapore Citizen, with the other applicant a citizen or Permanent Resident. Household income must be S$16,000 a month or less, with no private property now or sold in the last 30 months, and remaining housing subsidy eligibility. Foreigners and PR-only households cannot buy a new EC. Check HDB's eligibility page.

Do these ECs have a 5-year MOP?

Yes. EC sites tendered before 8 May 2026 keep the 5-year MOP, counted from the TOP date, and all three projects qualify. Sites tendered from 8 May 2026 carry a 10-year MOP.

Is a Woodlands EC or a Senja Close EC the better location?

Neither wins outright. Woodlands offers Thomson-East Coast Line access, nearby Woodlands Health Campus and the RTS Link, with larger projects. Bukit Panjang offers a mature town, three malls and a compact 302-unit project, but the LRT adds a transfer to the Downtown Line. The better fit depends on where you work and live.

How far is each project from the nearest MRT or LRT?

Wynwood Grand is about five minutes' walk from Woodlands South MRT on the Thomson-East Coast Line. Clovelle of Woodlands is about 460 m, roughly six minutes. Solano Grand is about 360 m from Jelapang LRT, two stops from Bukit Panjang MRT on the Downtown Line. Distances are approximate.
