“Data-driven property advice. Straight talk, no hype.”

The lowest an HDB resale flat has sold for since 2024 is $250,000 for a 3-room flat. A 4-room flat went for as little as $300,000, a 5-room for $400,000, an executive flat for $595,000 and a multi-generation flat for $945,000.
Most property coverage chases the other end of the market: million-dollar HDB records and the agents who celebrate them. We looked at the opposite question instead. What is the lowest price anyone has actually paid, flat type by flat type, and where did those deals happen?
If you have assumed HDB resale is out of reach, these numbers show where the floor sits. They also come with a warning about how to read them, which we cover below.
Lowest HDB resale transactions by flat type, 2024 to 2026
Flat type | 2024 | 2025 | 2026* |
|---|---|---|---|
3-Room | $250,000 | $280,000 | $270,000 |
4-Room | $350,000 | $300,000 | $385,000 |
5-Room | $400,000 | $433,800 | $420,000 |
Executive | $595,000 | $632,888 | $638,000 |
Multi-Generation | $980,000 | $945,000 | $1,100,000 |
Each figure is the single lowest recorded resale transaction for that flat type in that year; the town shown is where it took place. The figure in bold is the lowest of the three years for that flat type. *2026 covers transactions recorded to date.

What the numbers show
- Bigger flats set a higher floor. The lowest 3-room sale ($250,000) sits $345,000 below the lowest executive sale ($595,000). Flat type shapes the price floor far more than the year does.
- There is no single upward trend. The lowest 3-room price went $250,000, $280,000, $270,000. The 4-room went $350,000, $300,000, $385,000. The 5-room went $400,000, $433,800, $420,000. Only the executive flat rose every year, from $595,000 to $632,888 to $638,000.
- The multi-generation floor jumped in 2026. The lowest multi-generation sale rose from $945,000 in 2025 to $1,100,000 in 2026, a 16% increase.
- The same towns keep returning. Jurong West appears four times (all three executive flats and the 2026 5-room). Woodlands appears three times (two 4-room years and the 2025 5-room). Kallang/Whampoa and Tampines each appear twice.
Why the lowest price is not the price you should expect
A lowest transaction is one flat, sold once. It is the outlier at the bottom of the range, not a typical deal, and it tells you little about what a similar flat would cost you today.
Flats at the very bottom of a range often differ from their neighbours in ways the headline price hides: a shorter remaining lease, a lower floor, an older block or a poorer condition. Bishan, for example, is not usually thought of as a budget town, yet it produced the lowest multi-generation sale in 2024. That suggests the flat itself, not just the town, drove the price.
Treat these figures as the floor of the market and a signal of which towns tend to produce lower-priced sales. For budgeting, look at recent median prices for the specific town and flat type you want.
Cheapest HDB resale prices by flat type
Cheapest 3-room HDB resale flat
The lowest 3-room sale in the period was $250,000 in Kallang/Whampoa in 2024. The 2026 low, also in Kallang/Whampoa, was $270,000. In between, the 2025 low was $280,000 in Bukit Merah.

Cheapest 4-room HDB resale flat
The 4-room floor was $300,000 in Tampines in 2025. Woodlands set the lowest price in both 2024 ($350,000) and 2026 ($385,000), so the 2026 floor is $35,000 above 2024 despite the 2025 dip.

Cheapest 5-room HDB resale flat
The lowest 5-room sale was $400,000 in Bukit Batok in 2024. The 2025 low was $433,800 in Woodlands, and the 2026 low was $420,000 in Jurong West.

Cheapest executive HDB resale flat
Jurong West produced the lowest executive flat sale in all three years: $595,000 in 2024, $632,888 in 2025 and $638,000 in 2026. That is a $43,000 (about 7%) rise in the floor over the period.

Cheapest multi-generation HDB resale flat
The lowest multi-generation sale was $945,000 in Yishun in 2025. The 2024 low was $980,000 in Bishan and the 2026 low was $1,100,000 in Tampines.

What to check before you chase a low-priced HDB
A low price only helps if the flat works for you. Before shortlisting one, check:
- Remaining lease. It affects how much CPF and bank financing you can use, and how well the flat holds value when you sell.
- Valuation versus asking price. If the price exceeds the bank's valuation, you cover the gap in cash. Our guide to cash over valuation explains how that gap works.
- Floor level, facing and condition. These explain much of the price gap between two flats in the same block.
- Your eligibility. Grants, loan limits and flat-type rules depend on your household situation, so confirm them with HDB before you commit.
